A competent driver is a person who is able to:

• Demonstrate a working knowledge of the laws, rules and procedures of owning and operating a motor vehicle;
• Use visual skills to read the traffic environment, to make reduced-risk decisions and to manage the space around the vehicle by adjusting speed and position to avoid conflicts;
• Interact with other users within the transportation system in a courteous manner;
• Protect oneself and others by using vehicle restraints and personal safety skills;
• Take responsible action in regard to physical and psychological conditions affecting driver performance (such as substance use/abuse, sleep deprivation, fatigue and other emotional factors);
• Understand the safe maintenance of a motor vehicle including its impact on the environment;
• Practice to develop precision in attitudes, decision making and physical skills.
